why just the top part?

Manufacturers sell just the top part because there interchangeable and higher-end microphones have 2 parts( transmitter and mic). They are wireless and you don't have cord getting in your way. Sometimes the mic head has different polar patterns. You can try buying just the mic head to see if it will fix any issue since the bottom is just the transmitter.
